Designed to celebrate the signing of the 1963 Nuclear Test Ban Treaty in Moscow, Viktorov’s design shows a central silhouette of the Kremlin, topped with its red star, with the flags of the signatory countries in orbit above. Most prominent are the flags of the UK, USSR,& USA, the principal sponsors of the Treaty. Missing from the ring of flags are those of France and China who both declined to sign the Treaty.
